Raphael is most certainly arrogant, but he's an all-powerful immortal that has lived for centuries. I don't mind his attitude. Like Nima said - he cares for the well-being of his territory. I wouldn't say that he cares for individual people/beings, but he is "becoming more mortal" as he loves Elana. I like that he knows he is arrogant and doesn't make excuses for his behavior.
