Can touching scenes be considered romantic? I love the part when Bella almost kissed Jacob and suddenly heard Edward's voice saying "Be Happy". It never failed to turn me into a blubbery mess.
And the whole scene when they had heart-to-heart talk after they returned from Italy...I can read it a million times and never get bored. It just shows the depth of their love for each other.

For me, the most romantic would have to be the first time Edward smelled Bella sooo close -- when he was tracing her collar bone with his nose. That had to hurt him like hell, but he did it anyway.
I don't need a knight in shining armor. I'd settle for a vampire in a silver Volvo.

I think the most romantic scene is their wedding, but then I'm just a complete girl . . . the big fairytale sillily outlandish weddings do it for me . . . but I also loved every scene at the end of NM, it was just so romantic!

I can hardly believe in 20 pages of posts, this one hasn't been mentioned yet:
As Carlisle is treating Bella following the attack by James..
Edward's face was drawn. I watched his eyes as the doubt was suddenly replaced with a blazing determination. His jaw tightened. I felt his cool, strong fingers on my burning hand, locking it in place. Then his head bent over it, and his cold lips pressed against my skin.
...
"Stay, Edward, stay with me . . ."
"I will." His voice was strained, but somehow triumphant.
I sighed contentedly. The fire was gone, the other pains dulled by a sleepiness seeping through my body.
"Is it all out?" Carlisle asked from somewhere far away.
"Her blood tastes clean," Edward said quietly.
...
"It was impossible . . . to stop," he whispered. "Impossible. But I did." He looked up finally, with half a smile. "I must love you."
Twilight, pages 456 and 460
True, deep, crazy love. Making the impossible, possible. I think this was my favorite moment in the entire series (but I have a feeling Midnight Sun might change that..)
As a side note, I couldn't fully enjoy the movie version because I think the screen version totally ruined this moment. Edward accomplished this amazing feat all on his own, fueled by his incredible love for Bella -- no help from Carlisle necessary.

While we're on impossible feats accomplished through love, another incredibly romantic moment:
I could remember why I shouldn't scream. I could remember the reason why I'd committed to enduring this unendurable agony. I could remember that, though it felt impossible now, there was something that might be worth the torture.
This happened just in time for me to hold on when the weights left my body. To anyone watching me, there would be no change. But for me, as I struggled to keep the screams and thrashing locked up inside my body, where they couldn't hurt anyone else, it felt like I'd gone from being tied to the stake as I burned, to gripping that stake to hold myself in the fire.
I had just enough strength to lie there unmoving while I was charred alive.
...
I knew, beyond all doubt, that if I unlocked my teeth, I would lose it--I would shriek and screech and writhe and thrash. If I opened my eyes, if I so much as twitched a finger--any change at all would be the end of my control.
"Bella? Bella, love? Can you open your eyes? Can you squeeze my hand?"
Pressure on my fingers. It was harder not to answer this voice, but I stayed paralyzed. I knew that the pain in his voice now was nothing compared to what it could be. Right now he only feared that I was suffering.

I wanted so much to answer him, but I wouldn't make his pain worse. Not while I had the strength to hold myself still.
Amazing. I love my husband a gosh-darn-awful-lot, but I'm not so certain I could remain resolutely calm through excruciating pain to save him from knowing how it felt. Definitely Bella's most incredible act of love toward Edward in the entire series. Romance with a capital "R."

I think the most romantic scene is when bella finally wakes up after her transformation.
