When my daughter was little she loved the Disney version of Robin Hood with the animals playing the characters. I couldn't figure out why she liked it so much and was scared of some of the other movies. Then I figured out that the villain (Prince John) is an idiot, he isn't scary, he is bumbling and can't seem to do anything right. So, stupid villain = not scary to the little ones. Maleficant or Ursula = scary villains.
