I am wondering why I can't seem to be able to find the post thread button in certain forums....is there only certian places we can start new threads or am I loosing my mind?

Only the mods or admins can start threads. In the Accident Prone thread there is a page to request a new topic. That's where you can post your topic request to the mods.
